According to the Economy, Energy and Tourism committee at the start of February, the National Planning Framework clearly sets out the Scottish Government's plans to increase air passenger numbers through the back door. WDM Scotland has reported that projected increases in air passenger numbers in Scotland could create 20,000 climate refugees by 2050.
Aviation in the Scottish climate change bill
In 2008, more than 21,000 people in Scotland actively called on the Scottish Government to include Scotland’s share of aviation emissions in an 80% emissions reduction target. The Government’s response in its draft bill - to consider the issue at a later date - is a positive policy change, but does not go nearly far enough. Aviation is the fastest growing cause of climate change emissions and we cannot delay in taking action to stabilise and reduce this. The climate bill must count aviation emissions from the outset.

Why airport expansion is bad for the world's poor
- Aviation is the fastest growing cause of greenhouse gas emissions in the atmosphere.
- If we reduce emissions by 80% in every other sector by 2050, but ignore aviation, the industry will count for more than 100% of our permitted emissions by 2050 all by itself.
- The aviation industry in the UK receives and unfair subsidy of around £10 billion each year because they do not pay VAT on fuel or flights.
- Research has shown that more money leaves Scotland through its airports than comes into the country, raising serious questions about the economic justication for airport expansion.
